I am using Windows XP. Sometimes my desktop icons turn into the generic icons. For example, my Nero icon was suppose to be an icon with the fire. It all the sudden turns into the generic white icon. I kind of discovered the problem when I restart the machine. The icon disappearing problem varies between different icons. It is totally random with different icons on my desktop. It is annoying....

It appears that the computer isn't redrawing the icons fast enough. By white icons, do you mean a filled white square?

Regardless, try disabling your background, replacing it with a solid colour, and let me know if it helps. Maybe something is slowing down your computer's graphics.

I ran into the same problem and had no luck in fixing the problem UNTIL I downloaded and installed a free program called "Advanced Windows Care Personal". (It's available at the below link). Quite honestly it's probably the best utility I've seen. Download it, install it, and run it. Let it do it's "thing", and it'll fix just about anything that's messed up with your pc. Hope this helps.
