Well actually, neither of the two answers above are correct.
The sign has nothing to do with the football game. These people believe that by quoting or referencing a piece of scripture that they are helping to fulfill the Great Commission given to us by Jesus Christ at the end of the gospels.
(That of course being: spreading the good news that Jesus Christ died to pay the punishment for our sins and was then resurrected).

When somebody is committed to a belief, yet knows deep down that the belief may be phony, there is a way to deal with your own skepticism - you put a lot of energy into convincing others that your belief is correct. That way, you can smother your own doubts. You can convince yourself that you are oh so right. Preaching at others is a great way, a proven way, to reassure yourself.

They think God cares about who wins at a professional sporting event. That, or they see it as a great opportunity to proselytize to a maximum number of people with a minimum amount of effort.
