I'm not sure if you mean in terms of doing breast exams or in terms of testing. Can you clarify the question?
In those who have had breast cancer or are at a high risk for some reason, usually seeing a breast surgeon at least once a year is a very good idea in addition to exams by primary care physicians and OB-GYNs.

Most doctors who have women as patients will be very involved in breast exams, but since it is the number one cancer killer of women, most male doctors who would hope to keep this terrible disease from killing their mothers, sisters or daughters would conduct the exam with the utmost professional behavior. Any doctor who comes on to a patient during an exam is engaging in criminal behavior and can be prosecuted as such. Unfortunately, they are out there, but they will face a loss of their medical licenses as well as being marked as a sexual predators for the rest of their lives.

Just about any doctor can check for breast cancer. I'd go to a gynecologist though.

A gynecologist should do a breast exam when a patient goes in for an annual pelvic exam. If he/she detects anything or after a certain age, a mammogram should be done. Consult with your doctor asap if you suspect any lumps.

Your gynecologist or your primary care doctor can give you a breast exam if you ask for one, but the best thing is to get your primary care doctor to do it and give you a prescription to get a mammogram. Between the doctor's exam and the mammogram you'll have the best chance of catching it early.

OB/GYN usually does breast exams and teach you how to do them on your own. A family doctor can also check.
