Generally, yes. It looks better on your resume, you are more likely to make enduring, valuable life contacts there and there are generally more options in nearly every aspect of student life.
As for learning, you can do that quite well at a college.

It depends on what country you are asking from... in the US, colleges usually indicate a private school or a junior college (only two year degree offered). Make sure it is accredited by one of the major accreditation committees in the US... or your degree is non-transferrable to a university. Universities can also be private or public (state)... and should also be accredited.
