I have often wondered why it doesn't mix well in cold liquids!!!

Cocoa doesn't contain some sweet in it and mixed with cold water or milk doesn't melt as fast . Perhaps you haven't noticed but chocolate does mix easier in hot water or milk as to compare to cold .

maybe it just doesnt feel like mixing in cold liqiuds

but seriously i think its because the molecules are too closely compacted when its cold then when u heat it up the molecules spread apart giving it room to mix in
idk why its different from chocolate milk mix

there just... different
cocoa doesn't need to be a really fine powder cuz the heat will take care of dissolving it, it wont dissolve w/ out the heat & so when you put it in cold (milk) it needs heat... it's just made 4 heat.

Because it is manufactured to melt in heat not cold liquids

there would be no good taste with cold liquids.
