Because usually it's a parent who's there and not watching, or a relative, or there is no one there, and people are sympathizing for the people that in other situations are to blame. I think that a child drowning could be prevented either by close observation, or simple rules. Most of the time, when a child drowns, it is not because they dont know how to swim. Most children are smart enough not to try to swim if they dont know how. It's usually kids trying to see who can hold their breath for the longest under water, kids seeing who can do the best dives, hit their head on a wall go unconcious. Kid with asthma does a swimming race, loses consciousness.

I`ve always knew a child drowning in a pool to be labled as neglect and the parents getting arrested and jail time.

The daycare people are getting paid to watch your child if your kid drowns then they are not doing what they are getting paid for(keeping your child safe) I'm just guessing?

I would like to say that it doesn't seem right if it is that way. In either circumstance both should be in trouble. That would involve not watching the child, so it would be the person's fault that is supposed to be watching them.

Parents never blame themselves for their own stupidity and mistakes.
