If you mean drive a rental, you will need an International Drivers Permit. See the Australian Automobile Association

Yes, just go to your nearest NRMA and purchase an International Drivers Permit. I think they cost around $30.

Yes. I think he can. I heard an example once that someone got their liscence at 16, and went somewhere else to travel wher you need to be 18 to have a liscence, but she could drive since she wasn't native there...
