i want to create a photo that has the effect that this picture has:

it looks radiant, but blurry and the colors stand out.

I don't think that PS had a lot to do with that picture. You might get something like it if your camera will give you the "Burst" sequence. Like 3 pictures in a few seconds then just group them together something like what you see there................

Look under the filters menu. The photo in your link actually looks a bit oversharpened. The higlight effects can also be found under filters under lighting. You can specify where the light is, and can see in the preview of where the highlights are going.

That's mostly in the lighting, makeup and the photo itself. I don't think PhotoShop had much to do with it.
