It really depends on why you want to learn. If it is for self-defense I would say BJJ and Judo. These fighting styles aren't the typical Kung Fu/Karate punch 'em/up kick 'em up styles that a lot of people think about when the think of martial arts. These styles are for self defense and are good for smaller people because they rely more on your opponents weight and moment than your strength. There are a few places that I have seen that actually teach both in the same class which is great because both fighting styles really compliment each other. Judo is great for getting your opponent to the ground in stand up confrontations and BJJ is used once you get them to the ground.
If you want to become a fighter on the other hand, Judo and BJJ are still great arts to learn but you will need some other form that involves strikes to round out your skill set out like kick-boxing, Muay-Thai, or Karate.
But ultimately the more you styles you know you have more attacks/defenses to apply to different situations, and you will have a broader set of skills to leverage against a strong opponent with only a few weaknesses in his game.

WAIT...STOP... DON'T LISTEN TO THESE PEOPLE, THERE IS NO "BEST" MARTIAL ART, THE BEST THING TO DO IS TO LEARN AS MANY MARTIAL ARTS AS POSSIBLE, AND THEN USE WHAT WORKS FOR YOU. DON'T LOSE SIGHT OF REALITY, A STREET FIGHT DOES NOT TAKE PLACE IN A DOJO, RING, OR CAGE.
