No. You cannot do that! Why? Because mac computers have their own set of hardware. That's why mac pc are very expensive because it always come with its own hardware. A typical computer running in windows won't able to run mac.

However, you can transform your windows into mac. How? Just download and install flyakite OS X at www.http://osx.portraitofakite.com/. The good thing about this software is that you have the look of mac with the power of windows and its free! The current version, if I'm not mistaken is 3.5.

Uninformed people really shouldn't be answering questions on yahoo. Unbelievable.

Yes you can emulate the new Mac OSX, it's based on Intel chips, the same as PC's. Past Mac OS's were based on the PowerPC architecture (This does not mean you can go buy a boxed version and install it) However, based on the wording of your question, I don't think you know nearly enough about computers. No offense.
There are many resources for doing this online but you shouldn't try it until you read a lot more into it and understand what's involved.
Do you know how to make a disk image? Do you know what emulation is? Drive partitions? etc.

As I said, there are many resources, but here's a site with an overview.

...Don't melt your computer

Added: Also, about the person who bothered to answer below me when obviously I'm right and have a reference:
What he's suggesting is simply a Window's theme. You'd be changing the wallpaper, fonts, icons, etc. I'm truly amazed at the people who respond on yahoo answers.
