It goes back to a time when men were typically the 'breadwinners' and women were the 'housewives.' Conventionally the man/woman relationship should be that the bloke takes charge and makes his lady feel looked after and protected. In return the woman looks up and respects her man making him feel he can succeed in life!
It's very different today as women are now seen as equals to men but the basic desire of the genders still remains the same and so that is why it is usually excepted that the man makes the first move.
I'm quite old fashioned about it all myself and i will let the man do the chasing and make the initial moves, well at least i let him think that. Women do actually initiate many situations by the way they look at a bloke or by subtle things they may say.
It is hard to just go and talk to strangers but you should live in the moment and just go for it - Whats the worst that could happen? You never know she might really like you but be too shy to make the first move. Love is all about taking chances and feeling scared in certain situations, just go with the flow and enjoy it.

(a), because it's tradition, and (b), because girls get a stigma attached to them if they do the running. It's not just blokes. some girls are shy too, and in this day and age of social acceptance it makes it difficult for them as well. So give a thought for us girls who are now REQUIRED to make the first move.
U boys shouldn't complain, it was u who started it in the first place. That's why boys shouldn't cook!

It's the way of the world sweet. It's hard for shy men, but they need to toughen up and learn to accept rejection. Once they can accept it, they are much more likely not to be rejected. Women love confident men, and they love men who arent afraid to go for what they want in life

I feel the same. Theres this guy that I have a huge crush on but my mom says that the man should always ask. In my opinion, I think whoever wants to ask can ask.

Good question, it could be because us girls have been lead to believe that man is the stonger sex?
