How do I get windows install to cancel. When I hit cancel it pops right back. Sometimes it will close but comes right back up when I reboot .Other times it will not let me shut down and I have to turn off the power strip. I tried to download a program and it will not let me and says you must complete previous install.

Sometimes this happens because a program was being installed and was either improperly installed, or the proccess never finished. Windows installer as you know pops up automatically when you are trying to install a new program. So your computer is actually getting mad at you because you wont let it finish installing whatever program it is (Happened with me and microsoft office 2003)
1. You either need to find the software it is asking for
2. Disable windows intaller
3. Find the remnents of the program it keeps trying to install and delete them.
Number 3 works the best in most cases, but gets hairy if there is already a working version of the program on your computer (file names are identicle)
You can deactivate windows installer
