totally approach him, say hi, and initiate a cute convo. If u think he might like you, he probably does. But guys never really initiate things unless they are sure you like them back. If he is sure you like him, he'll feel more comfortable and it will make it easier for him to ask you out.
oh, and compliment him, guys love that.

or touches your arm
or smiles a lot
or tries to keep the conversation going
