I am trying to find GOOD plans for homemade helicopters. im kinda stuck because i need it to be flight ready by July 4th and have no idea
were to start. my budget is very small. and the main thing im looking for is the propeller and hub. anything would help.

If I was to go this route - I would buy a Rotorway - these guys have been in business for 25-30 years - a great kit ..

For little money, you need a lot of time(like half a year or more) or if you want little time involved, you need a lot of money. If you rush, you will not be happy because it will not be safe.
