It isn't ... China is actually an extremely wealthy country at this point in time. The fact that it's a society controlled by a socialisitic government is bound to leave many millions in low class lifestyles but overall this country is possibly the most powerful country in the world though it lacks by far the ability to exert it's political influence over the world in ways which the United States can and does. It's governments socialisitic views have proven once again that wealth and power cannot overcome a reputation based on brute control and the suppression of freedom among it's peoples. The world doesn't, and never has, accepted such behaviour.

The PRC is not poor. There are many hundreds of millions of people there that are poor. The Govt has been promising to address this problem for a long time but it is still a lot of talk.
Last report : The PRC has the largest foreign exchange reserve in the world: Over USD1 Trillion .
An interesting report from the Horse's mouth:

How much one makes isn't most important, it's how one spends the money...... for you see, chinese are smart in general because of their nature to work together as a family, same like the jews, that gives them an edge up cause americans tend to spend more than they make, they live in DEBT, therefore if they don't get paid salary for a month they could easily end up homeless where that wont happen with many other cultures
