First pay attention to something that she enjoys, then take advantage of that and go up to her by bringing the subject, and then talk to her about what you think about her.

Take time to figure it out, you don't want to look stupid in front of her. Try to hang out with her. Bring up conversations and make her laugh. That's the kind of guy that a girl likes. Be sweet, and if she's easy don't get w/ her! Haha...JK.
It takes a little time but it's worth it if you really like the person.
