Well, since you don't like the pay sites, try Plentyoffish.com. It's completely free, has different filters for what you are looking for. Every guy I've met on line, I've had a picture of first. But mine are out there too, so I figure it's only fair. I don't think it's shallow to want to know what the other person looks like. Part of a relationship is attraction and if there is none there, why waste your time and the other persons?
It depends how often I get on when I respond to emails. But if someone really sends an interesting email and I like their profile/pics I respond as soon as I see/read it.
I would say for meeting someone it depends on the comfort level you have with the person you are talking to. I will usually agree to meet somewhere public first (coffee shop/restaurant) before they know my phone number or other information. The phone number is something I learned not to give out right away. Some people will attach themselves too quickly if you do.
I've met some great people doing the online thing. I've also met some total idiots. You just have to be careful in your screening process and hope for the best. Some people will lie with their pics (normally women) but I even had a guy do that. So plan something short and sweet the first meeting. If you want to run at the end you can and if you hit it off, you can always extend the date.

I've done a bit of online dating, and can offer you some solid advice.
First off, ignore what everyone says about the bad side of online dating, because you can avoid all the common pitfalls. Just make sure you be safe. Don't meet a guy in private places, alone, etc.
Other than that, I'd say yeah, go ahead and be as picky as possible. Chances are you'll get messages from guys even if they don't match your exact desires in a man.
