Fly tipping is going out and dumping your rubbish, no matter what it is, garbage, old furniture, fridge, no matter what ,
fly is slang for sly (to be fly) nence to be fly tipping

Its actually dumping your garbage anywhere from the middle of the freeway and i mean a truck load.. to dumping it in a quiet beauty spot..and the garbage can be anything from dangerous chemical waste to construction site junk.. to household garbage
usually happens in the wee hours..But I once witnessed a guy dump the contents of a 10 ton truck mostly dirt and clay right in the middle of a residential street in central London at 5 pm on a Friday night thus completely blocking the street.Fly tipping on steroids...lol

It's when people leave their rubbish in a public place instead of taking it to the proper disposal/recycling place.
