Oh god. I know what you are talking about. If you two are best friends, thread carefully. Believe me, thread very very carefully. I had a best friend who was female. We were friends for over two years, she dated another good friend of mine and then broke up with him for an asshole. When she got with this asshole I started to develop feelings for her thinking to myself that I could treat her better than him. I conveyed my feelings to her while drunk. It actually strengthened our relationship, but once she knew I had a thing for her, she started to have one for me. Long story short, we eventually had sex, and she was so disraught that she had never cheated on a boyfriend before, that she never talked to me after that.
Becareful is what I am saying. Discuss it with him intricately, through every corner and hole. Throw in the pros and cons of what might happen if you two pursued something across from if you simply stayed friends. Please, please just make sure its the right thing if you two decide to go that distance, because if it ever fails, that friendship will not be the same again.

depending on the type of relationship you have established w/him, if you've played your relationship like u just wnt to be friends and now you have had a change of heart, then I would tell him so without putting your emotions into it. I had a friend who was in the same situation, and kept saying that she was okay with them just being friends, but deep down inside she wasn't. He started seeing someone else and she was hurt. How has he viewed your relationship up until this point? Have you played the friendship card w/benefits? If you think that you may want something more w/him then be honest enough to tell him so. At least you'll know where you truly stand.

the best way for any situation like this is to just be honest and open with him and talk about it. dont keep anything hidden that you may feel strongly about no matter what it is. get everything in the open no matter how awkward it may feel and just talk to him about whatever may be bothering you. Good luck and dont be timid, just follow your heart.

No effence but just woman up and confront him, dont get me wrong, dont say "OMG I LOVE YOU SO MUCH GO WITH ME"
but if you just go up to him and in some type of suddle way say it ... well, you'll know if you can do it for one thing but plus that, he'll respect you for going straight up to him

Talk to him when you guys are not in a bar or had a couple of drinks.
Go to a park or a place where you guys can have a decent talk.
