the most obvious may not be the real reason he may be just using a speech trick which is focus on the shoulders of one person in an audience it will make those in the general area think you are making eye contact with them but this is in a big meeting in smaller ones he could be making sure you understand what he is saying (maybe he thinks you are the weak link in the meeting) or he feels more comfortable looking at you than at some of the others who may intimidate him making you his focus tunes them out a bit and calms him you being less threatening or easier to talk to or maybe he does like you ask him is the best thing do it straight forward it might just be him making eyecontact with everyone you just think he is making more with you.
