Cut a piece of carpet padding and place it under the throw rug. If the rug is on a hard floor, it will keep it from sliding and will make the rug more comfortable to stand on while doing dishes, etc.

Velcro would work, but you'll have a mess on the floor ,with the glue that's in velcro! The best thing to do and it won't ruin your floors is go to walmart, i believe it's in houseware dept. It's "rubbermaid shelf liner". It comes on a roll. Cut it to fit your rug and just lay it on the floor, put your rug over it,it'll keep the rug in place. I use it for the seat cushions on my dining room chairs.

well, if you attache Velcro to the rug and to the floor it won't move. But, if you put a tent stake through the rug into the floor it won't move either. They sell strips sorta like Velcro to place on the back of the rug that grips the floor better.

Rug pads will really work best, but will be the most expensive of all your choices. I would suggest double sided tape. Most of the time, if removed - the sticky mess can be taken up with a quick shot of hairspray.
Good Luck.
