Satan is also known as the opposer. As in to oppose GOD. I only one responsible for you watching the same episode of anything is you. You are an able minded individual and you have the ability to change to the channel of your choice. You and only you made the decision not to change the channel. Take responsibility for your actions or lack there of.

No, because God created everything, God created Billy and Mandy, hence he also created the TV and knew what the programming would be prior to the start of everything. Hence God did nothing to stop that and it is his fault.
