because this neck collar is specially made for people with trachieostomies and laryngectomies the hole is made into the neck at the base of the of the trachiea to enable the patient to breathe so the paramedics place the special neckcollar arround the opening so that they can see the trachieostoma..in a laryngectomy the trachieostoma is permenent because the larynx has been removed and the neckcollar is placed arround the neck so that the paramedics can see the hole when theres a emergency taking to the hospital

I really don't get what you are asking...

People with temporary or permanent tracheotomies usually have a collar to hold a tube already in place (to keep the airway open). However, I've seen lots of people that have no tube at all, just a hole in their necks. I'm assuming that over time, there's no worries about the hole closing up, and there's no reason for the tube. People with new tracheotomies already have a collar and a tube holding the airway open, and people with old tracheotomies don't need it. When transporting to the hospital, paramedics already have special clear masks that go over the tracheotomy opening and provide oxygen.

In conclusion, this collar has already been invented, if I get what you are talking about.
