"to pay tribute to someone" What that mean? Is that mean to honor someone? How?

The original meaning was to pay taxes to the head of state. Nowadays it is taken to mean honouring someone publicly. Sometimes the honouring can take the form of a ceremony in which people say all manner of admiring things about the person concerned, at other times it can simply be a means of acknowledging one's debt of gratitude to the person concerned in a public manner. Some people have to wait until they die before tribute is paid to them in this way; other people receive accolades while they are still alive to enjoy them.

"Paying Tribute" is a way of listing all their accomplishments and good attributes or personality traits. Its a general term for saying something good about another.
