If I remember correctly that is a Spanish question mark, that goes at the start of a question. If you are in Microsoft word or works, you should be able to access a table with all kinds of goofy symbols, like Greek letters, math symbols, and the windings font. you might look and see if you can find it there. Other wise I would just copy and paste it from the Internet.

its not a letter. you use it when you are asking a question in spanish. you put the upside down question mark at the beggining of the sentence, and the regular question mark at the end. and no i dont think you can display that on a regular keyboard. google it.

Go to google.com, then type in spanish translation. go to the spanish translation webpage, then, use spanish to english translation. Look at the subscripts and use the upside down question mark. highlight the upside down question mark right click your computer mouse, and click copy. then paste it to your document, or your paper, by doing the same process of copy the upside down question mark( only clik paste this time).

There are all kinds of unsual fonts that can be used on a standard American keyboard. I can type Arabic and HIndi on my standard keyboard because I downloaded Arabic and Hindi font. Try the link I provided below, but I don't think they are free. You could try typing "spanish font free" on your search engine and see what you find.

If you are in a word processor, such as Microsoft Word, just go to the Insert Menu, and select 'Symbols'. Somewhere in the list you should find it.
I also just tried the alt-0191 listed before me, and it works as well. The alt-1192 suggestion didn't work for me.

It's a question mark. In spanish questions and exclamations start with the inverse symbol...
i.e.
¿Bebiste agua? = Did you drink water?
¡Cállate! = Shut up!
For the beginning question mark, hold ALT + 168

It's not a letter, it is a punctuation mark, and as far as I know you cannot display it with an American keyboard.
