Sweeite it means, like you said, HE LIKES YOU. Its called flirting. Nothing big. Just flirt back without looking easy or being "clingy" (thinking that he's your bf and all that)

either he likes you or he's just being friendly. some people are really touchy, and hugging people everytime they meet. if you want to know if he likes you or not, just ask him!
