Yes it is. It's not it's own incorporated city but rather a community that is part of the City of Los Angeles. All of it's public services are LA City services like the LAPD, LAFD, ect...
North Hollywood in the San Fernando Valley is also not it's own city and part of the city of LA.
West Hollywood on the other hand is it's own incorporated city with it's own mayor and govt.

Yes it is a section of the City of Los Angeles...It was incorporated as its own City of Hollywood in 1903 and subsequently merged by consolidation with the City of Los Angeles in 1910.
