A...because not only does it not make sense, it don't sound right...just like my sentence I just said. It was also past tense, and you can't make a new law that is in past tense!!! That's Sick n Wrong!!! Lol Hope I helped.

There are actually two errors in this sentence. A and C are both errors. To be correct, it should read "A new law requires that all bicycle rider wear helmets while on their bicycles, even when they are not moving."

The entire sentence is flawed.

Should read like this:

The new law requires that all bicycle riders wear helmets while on their bicycles; even when they are not moving.

A and C are both errors: "that all bicycles riders" should be "that all bicycle riders," and "have been wearing" could be any number of things, including "wear" or "should wear."

A and C, not to mention the lack of a space between the comma and the next word. "all bicycles riders" should either be "all bicycle riders" or "all bicycles' riders"

the answer is A because it's supposed to say riders HAVE BEEN WEARING HELMETS and it's also C because it'sBICYCLE RIDERS NOT BICYCLES RIDERS!!
