Yes those are swollen lymph nodes that you can feel. They usually become swollen after you've gotten an infection because your immune system has been overworking to fight the illness. They should usually go away in a few weeks. I've had this happen several times. If they last for more than a month you might want to see a doctor to make sure everything is okay.

Yes, you can feel swollen glands on the outsode of you neck on the sides. You should see a doctor!
