My neutered dog has balls at the base of his penis. what are they?

Whenever i come home and see my dog there are balls down at the base. They are hard and look like the balls he had before. Though they are not in the same place as the balls were.

What you are seeing are not balls it is a bulbus glandis. What that is if he weren't neutered and you put him together with a female who isn't spayed that is what locks them together. It has nothing to do with the balls.

They propaly are ball parts left over
