My neutered dog had balls at the base of his penis. what are they?

Whenever i come home and see my dog there are balls down at the base. They are hard and look like the balls he had before. Though they are not in the same place as the balls were.

Male dogs have glands at the base of their penis, and when they are excited, these glands become engorged with blood, and they will swell up. You probably notice this when you come home because your dog is excited to see you. Look for it again at another time when he is excited. This is very common, and nothing to worry about.
