i want a bird that's friendly and talkative but also doesn't scream a lot.

i am assuming that you are a first time bird owner. so no. do not get an african grey to start off with. a budgie is good as are the larger parakeets (indian ringneck, plum headed, moustache). they have a good vocab and wont take more that a $150 chunk out of your wallet. african greys, if you didnt know, start off at about $1000. plus you will probly die before it does and you will have to will it out. i recoment the indian ringneck. there are over 12 mutations to choose from (depending on your budget). and they live a healthy 25-30 years.
please, for the sake of the bird, and you, do not get an african grey. i work at a rehabilitation aviary and we have over 50 greys. they pluck, they are not stable birds, so not good for a beginner at all, plus they are NOT social birds at all! most tend to be one person birds and, sometimes, they turn out to be attached to your signifigant other, and hate you to the point of divebombing you and your house guests! there is one that even attacked the owners newborn out of jealousy!
please save yourself the trouble, the money and the heartache and dont get a grey.

African Grays are cool. I have two of them and they are the smartest birds in the world-not mine African Grays in general. When they talk, they actually know what they are saying. For instance when I leave in the morning, I put on my coat and get my keys. As soon as the bird sees my keys she says see ya later. They ask me for water apple oranges etc. Do some research on Grays. They are not lovey dovey for the most part some are but they have real personalities like people. They can also tell what type of mood you are in. Typically they are not screechers either.

Budgies are the quietest talking birds i have found :)

I agree with the african gray!! i have one and he's amazing! grays dont shriek and their volcabulary is strong. he actually has conversations with me. he knows what he wants, tells me goodmorning and goodbye, i love you, hey mom!!, here kitty kitty, calls the dog, calls my kids by their names, oh i can go on and on!!
do some research on african grays. theyre worth every penny and they live for a real long time. (you might want to put them in your will, i did!)
