Farmer's doesn't give you a license - your state does, when you pay your fee and pass the exam. What Farmers gives you, is the right to sell their insurance.

If you're an experienced, licensed agent, it's pretty darned easy to get a Farmer's office. I get unsolicited offers from them monthly.

If you're inexperienced, and unlicensed, it's going to be much harder, as you're much more likely to fail.
