Give everybody a living wage job, of course.
Aside from that solution, this country should never try to get rid of beggars. To punish poor people, without providing a workable solution for their plight, is unspeakably cruel, and totally unacceptable in a "Christian" country.

I don't think most people are truly willing to contribute to the cause. Some people do definitely volunteer and help at shelters, etc., but most people just complain about beggars. For instance, a lot of people right this minute are sitting at home with their laptops or PCs, but would they be willing to trade it (or other valuable things) to contribute to the status of the common beggar? Probably not! I'm guilty of the same thing.
Sometimes its sad, but when you really think about it, would you change your lifestyle so that theirs could be better? People suggest raising wages and bringing them out of poverty, but in an economics sense, to balance that the status of others would fall in order to maintain equilibrium. We can't just produce extra money in our market (or the global market) to benefit beggars - the value of the dollar would fall and all would pay.

Give them enough land money and power that they don't need to beg. It is either that or eliminate government all together and ship those beggars somewhere else, no matter who they represented in Parliament

People with no money and no skills, try and get the humility to become beggars. After awhile, they get used to it.
You won't get rid of them until you get rid of poverty.
