Therefore, let us be terrified of the possibility that, even though the promise of entering his rest remains, any one of you might be judged to have fallen short of it; for Good News has also been proclaimed to us, just as it was to them. But the message they heard didn't do them any good, because those who heard it did not combine it with trust. For it is we who have trusted who enter the rest. It is just as he said,"And in my anger, I swore they would not enter my rest." He swore this even though his works have been in existance since the founding of the universe. For there is a place where it is said, concerning the seventh day," And God rested on the seventh day from all His works." And once more our present text says," They will not enter my rest." Therefore, since it still remains for some to enter it, and those who recieved the Good News earlier did not enter, He again fixes a certain day, " Today," saying through David, so long afterwards, ....

...in the text already given, " Today, if you hear God's voice, don't harden your hearts" For if Joshua had given them rest, God would not havespoken later of another "day". So there remains a Shabbat-keeping for God's people. For the one who enters God's rest has also rested from his own works, as God did from His. Therefore, let us do our best to enter that rest, so that no one will fall short because of the same kind of disobeidiance.

It means do not be disobedient to the commandments of Yah like those Hebrews who fell short of that rest. It means that if you don't obey the voice of Yah, you will be found among the faithless. Basically, a profession of faith is not enough. A person must also live by His word.
One a side note, also pay homage to the Sabbath (seventh day, Friday sunset to Saturday sunset), being as though that's one of His commandments.
Man shall not live by bread alone, but by EVERY WORD that proceeds from the mouth of Yah.

Long after Israel's failure, David in Psalm 95 was still looking for a rest in his own day. Likewise, the author of Hebrew uses that word repeatedly in this passage to declare taht a rest can still be experienced. Joshua brought the second generation into Canaan and they did enter into a rest as the Scriptures record (Deut 12:9, 10; Josh. 21:44,22:4; 23:1) Yet the author suggests that there must be a permanent, better rest for the people of God or David would not have still been looking forward to it in his day.
Rest involves more than mere inactivity. It follows the satisfactory completion of a task. Salvation-rest is the gift to the believer, resulting from Christ's finished work (Rom. 5:1-21)

According to Hebrews 4:4-11 Christians here urged to rest from their “own works.” What works? Works by means of which they formerly sought to prove themselves righteous. No longer do they believe that they can earn God’s approval and gain eternal life by complying with certain rules and observances. That was the error of faithless Jews who, by ‘seeking to establish their own righteousness, did not subject themselves to the righteousness of God.’ (Rom. 10:3) True Christians recognize that all of us were born sinners and that it is only by faith in the sacrifice of Christ that anyone can have a righteous standing with God. They endeavor to take to heart and apply all the teachings of God’s Son. They humbly accept counsel and reproof from God’s Word. This does not mean that they think they can earn God’s approval in this way; instead, what they do is an expression of their love and faith. By such a course of life they avoid the “pattern of disobedience” of the Jewish nation.
Of consideration, the “seventh day,” referred to in Genesis 2:2, was not merely a 24-hour day. Similarly, the “sabbath resting” that true Christians share is not limited to a 24-hour day. By exercising faith and obeying the Bible’s counsel, they can enjoy it every day, and especially will they do so in God’s new system.

I don't know. That's such a bad paraphrase of what the actual text says it made my head hurt.
You left out the most important part:
8For if Jesus had given them rest, then would he not afterward have spoken of another day.
9There remaineth therefore a rest to the people of God.
10For he that is entered into his rest, he also hath ceased from his own works, as God did from his.
11Let us labour therefore to enter into that rest, lest any man fall after the same example of unbelief.
12For the word of God is quick, and powerful, and sharper than any twoedged sword, piercing even to the dividing asunder of soul and spirit, and of the joints and marrow, and is a discerner of the thoughts and intents of the heart.
13Neither is there any creature that is not manifest in his sight: but all things are naked and opened unto the eyes of him with whom we have to do.
14Seeing then that we have a great high priest, that is passed into the heavens, Jesus the Son of God, let us hold fast our profession.
15For we have not an high priest which cannot be touched with the feeling of our infirmities; but was in all points tempted like as we are, yet without sin.
16Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.

we enter Jesus, we enter rest. Jesus is Lord of the Sabbath, so why try and confine His eternal rest to one day of the week?

What he is saying is, The one thing that should frighten you is the poosiblity of not being counted among the believers. Make sre of your position in Christ.
