Like when i had an Apple i could just go Preview>Grab>selection and that east but now i have a windows and know that you can only take a picture of the whole screen from what i see by pressing print screen and yes it does work but i only want a specific section of the screen like in mac osx is there any programs out there that could help me, thanks!! =]

CRTL + Printscreen makes a screencap of the active window **only**.

If you need to choose what area to use any differently, just do caps of the entire screen and use photo editing software later to crop out what you don't need.

Use printscreen just as you are doing.
Open Paint and Edit->Paste (you will get the entire screen.
Choose the se,ection tool and cutout the portion you want.
Then File->New (donot save original screen)
Then Edit->Paste

I personally use macs but there is a program called screen grab that might help
