I think the best time to visit HK is during the chinese new year(around Jan and Feb). During Chinese new year, there are lot of lunar New Year Fair. There are many things to buy in the fair. (most of them are about the Chinese Zodiac in that year) The Chinese New Year and really different from the new year in US.

Moreover, there are lion dancing and firework to see.

I have been in Hong Kong at different times of the year. I think the best time is either late March - early May or September - early November (though during the latter period there is always a risk of a typhoon which could ruin your visit). Summer is hot, humid and I believe has higher rainfall, winter is often grey and not very warm at all given the geographical location. You can be lucky or unlucky any time of the year. If you go in the seasons I suggest I think you will notice the accommodation costs rise which is reflective of the popularity.
On balance, make it a spring visit and enjoy.

Go to Hong Kong in the spring. The plane ticket is the cheapest at that time. Summer is too hot.

I would say the Fall. The temperature is pretty moderate and you don't have as many holidays and other events like you do in the Spring (Chinese New Year, the Rugby 7s). The Spring can also, sometimes, be unpredictable with the weather a bit colder than you expect, whereas the Fall seems to be more comfortable.

You can also you the trip in the Fall as a great way to buy Christmas gifts for everyone on your list for cheap.
