At what age is a teenager consider an adult in the State of AZ. ?

My 17 yr old son lives in AZ with family and he smokes constantly, somebody outside the family is buying him cigarrettes. Would he be in trouble as well as the person buying them for him?

18 is adult in AZ it's a tough call on prosecution, he is accepting the ciggies, however, I think the enforcement is just for those who sell ciggies to minors not give them.
