for one thing, it's the feeling. it's a distraction, because, LATELY, they haven't felt like that very much. also, while being bounced, it's easy to forget other things that are going on, like a dog that only barked once, for example.
for another, when you bounce the child, you are giving them attention. it might not be eye contact, but babies learn a lot from their sense of feel. you must be present to be able to bounce them. when there _is_ eye contact, the person doing the bouncing is usually amused at the baby's amusement, which further amuses the child

I think it's because its the same sensation when they was in the womb - when we walk - babies bounce!
