Clusters and clouds are fairly easy to make just tie the balloons off and join together.

There are loads of sites explaining and showing pictures of how to do this.

If the balloons are filled with helium they will all want to go skywards. Otherwise you just twist them into position.

Take two balloons (filled), knot them both, and tie them together. Then, take two additional balloons and do the same thing. When you have two couplings (four balloons, 2 each), twist them together.
