well if you mean like an ordinary baterry the you can get a box..wrap aluminum foil inside..wait until a very suny day and then put the batterries in the box...they should almost fully recharge after some time like an hour or minutes.. i tried it!! works very well

Yes an exhaust fan is needed to handle the fumes I would also recommend a corrosion resistant materials like fiberglass.
Also you need to think about a floor drain. I believe there are also acid neutralizing systems than can be incorporated into the drain system.

If your plan is to charge many batteries, you need a well ventilated room, the fan will be a good help.

Assuming that you are talking about lead-acid batteries .....
For safety, yes.
Any/all electical items, including lights and their switch/es, in the room should be designed to work in an explosive atmosphere.

U need good ventilation at the ceiling as hydrogen is light and will rise to the ceiling. We found that if the vent is high the hydrogen will escape quickly,u probably don't need the fan.
