When a child has a speech delay, it can get worse when trying to teach them more than one more language. If at 3, your child is not talking in full sentences, I would not try teaching him another language. The school district provides speech services for free starting at age three so I would call them and get an evaluation.

I think you should talk to your family dr. There are speech programs for children his age. Call your school as well. Your insurance should cover an evaluation for this. My son saw a speech pathologist when he was 3 and started going to right after that to help him with his speech. He had a vocabulary of hi, bye, mom and dad at the age of 2. At this age he should b able to at least be putting together a 2 word sentence. (at least) Have your doctor set up an appointment to see a speech pathologist. I recommend holding off on the French until he can speak English a little better.

You need to have him evaluated as soon as possible by a Child development specialist, because a specialist what if any program will work the best form him if needed.

BTW my oldest son is 13 and autistic.

speech delay is sometimes a sign of autism, it might be good to have hime examined. my neighbor's little boy had autism and they just thought it was a speech delay. they found out when he was five. if they would have caught the autism a little earlier it may have been more treatable with special therapy.
