Did you get her from an abusive or neglectful home? If so, she's afraid you're going to get away if she isn't looking! Once she knows you're not going to leave her, she should calm down. Be patient with her.
As far as spaying goes, I've seen prices anywhere from about $75 to $140. Check with your local humane society. They offer clinics.

It's always nice to have an affectionate dog, but it is kind of hard at times. It helps to leave your dog a radio or a TV on while you're not home, or even better leave your old shirt or any other peace of clothing with you scent on it. It really helps a lot. It would be very good to try to leave her alone just for a couple of minutes in the beginning, and gradually longer and longer. When you come back home try not to look like you were dying to see her all day, because it will make her more anxious. Just keep it cool and so will she in time. Eventually she'll get that every time you leave you actually come back, and that it's not that big of a deal. You can also get her that toy shaped like a ball with holes and you put some treats in it when you leave the house, and that will keep her occupies for a while because she has to roll it around in order to get the treats. Just be patient with her. Good luck!

To calm her when you leave, buy a couple of kong toys, fill them with peanut butter, and freeze overnight. Before you leave, give your dog the kongs. It really works! As for spaying, the fee is different by state, and area. Also call around and get many estimates from different vets.

Give your dog plenty to do while you are gone. Keep her in a crate inside during the day. A dog in the wild is a den animal so it is natural for them to be in a crate. Check your local shelters and see if they offer a discounted spay and neuter clinic.

Your dog is being dominate over you! When she sits or leans on you kick her off. Don't move away that's showing submission. And don't scoot her. When she barks at you ignore her. I know it's hard but it's the only way to gain your place in the pack! If you don't do this you'll have much harder problems ahead.
