I think it's a little of both.
Choice comes in when you've chosen and worked hard to be content with yourself. To value yourself. When you get to that point, you can choose not to be with people who drag you down.
Chance - without doing any actual research, I'm willing to bet that most people fall in love with people they have met quite by chance; not those they've been set up with in one way or another.
Soulmates - they exist, or at least there are people out there with whom you are completely in tune. But you can have more than 1 and they don't have to be love interests.
Destiny - bah.

There are many people with whom you can be compatible some more than others. Most people just grab the first one that comes along and seldom is it the best choice but they are stuck with it.

If you are asking whether or not their is someone out there especially for you and no one else...I doubt it. Many people would be compatible with you I'm sure and being in love would depend on whether or not the chemistry goes along with it. When I say chemistry, I don't mean sex. I am referring to a sense that you have about that person. It is that sense that will make him or her special.

Love simply is. Whether we find the people we would connect with and discover love is both choice and chance.
I do believe there is more than one person out there with whom we could (and will) each be very happy.

Ooooo ... Chance / opportunity.
You can't choose whom you love, you can only pray that they will love you back.
Same with God, he loves us and can only ask that we'll love him back. So too, he can only ask that we love each other as He (Jesus) loves us.
