If the mom isn't feeding some of the pups, then it is your job as the breeder to do it. Get the bottles and the milk at pet stores. Then you have to get up every 2 hours, day and night, to fed the pups. It's important not to skip a feeding.

Constanlty whining pups is not normal. They are either to hot, to cold, or not getting fed.

Have your vet examine mom and pups. This is to insure that she passed everything during labor and has no infections going on. It will also make sure that the pups are healthy as well.

You may need to step in if she isn't caring for the pups. Get some puppy milk replacer such as Esbilac with colostrum. Follow the instructions for feeding. You'll want to feed them every 3-4 hours being careful not to over feed. Over feeding can cause diarhea, which can in turn lead to more serious problems such as dehydration, or even anal prolapse. You'll also need to stimulate them to eliminate after feeding them by rubbing their genital areas with a warm damp washcloth, or unscented baby wipe. Pups this young can't eliminate on their own.

Also have your dog spayed. Chances are if she isn't caring for this litter, she won't care for the next.

This is just one of the many problems breeding dogs can bring with it.

Do your best to care for the pups, but be prepared for the worst as well.

I'd be getting them all into the vets for a check up asap.

If this is her first litter, she may be unsure as to what to do with them. Just keep an eye on them and make sure they're all eating well. If you find that some of them are being neglected, go to your vet and get some puppy milk formula. Speak to your vet about how to properly feed new puppies first. As for the whining, most puppies do that since they can't hear or see. They need to let their mom know where they are in case they get lost.
