I have windows XP, and now, whenever I turn my computer on, it comes up with a black screen that says "We are sorry for any inconvienences, but the software could not be loaded" then it has a list of options, and when i click Launch Windows again, it takes me to the same screen! What do i do!

Reinstal Windows Xp. It can't be the RAM board because the screen displays that message. Or maybe It can not run because you haven't the minumun system requirements, like 64 MB of RAM, 2GB of Hard Disk, or something like that.

Remeber, reinstal Windows, but if it doesn't work, tell Bill Gates get the money back.

when it comes up again try restore previous version of windows that worked (or something like it) if it is not there start while tapping the F8 key (function key) and try that.

If the computer starts in safe mode, tryre-booting, uninstalling the last change, or restoring an old restore point.

If the computer won't start, even in safe mode you'll have to reinstall the OS and hope that will fix it (this will kill a lot of programs and drivers...)
