As of currently, yes, all 4Runners sold in the United States are built overseas in Japan. There are no facilities outside of Japan that are designed to produce the 4Runner at the current time. All 4Runners have been built at Toyota's plant in Tahara, Aichi, Japan as well at Hino Motors' Hamura, Japan plant. As of this time, there are no plans to build a facility to build 4Runners here in North America. There are plans to build or expand plants to build the Highlander Sport Utility and the RAV4 Sport Utility here in North America in the next several years.

i highly doubt it. tundras and tacomas are being built in the many plants stateside
