I remember recently seeing GarageBand Jam Packs for download at the .Mac users page, but I cannot find them now. Are they still there?

Yes. Log into .Mac and click on "Member Central" in the lefthand column. The first column is labelled "Enjoy" and links to all four GarageBand Jam Pack Samplers.

Another way to get to them is to mount your iDisk and go to Software/Members Only/GarageBand JamPacks and then drag them from there onto your Desktop (or some other location on your hard drive). If you do not know how to mount your iDisk, click on Finder, and in the "Go" menu, select iDisk > My iDisk.

The free samplers do not include all of the loops that are available in the purchased jam packs.
