God is good. Always.
Even when God kills women, children, and babies (and in the Old Testament he did it an awful lot) it wasn't because he was bad. Humans are just too simple minded to understand God's higher purpose for mercilessly slaughtering all these thousands upon thousands of people. God always has a purpose. (You just better pray that you and your children don't ever end up on the wrong side of it.)
Just kidding. God doesn't exist. But if you were to ask this same question to a bunch of ancient Israelites they would say that their God is a God of Good and Evil. The idea of an omnibenelovent God with a sidekick Satan didn't evolve until the Babylonian captivity when Jews were introduced first hand to the dualism of Zoroastrianism.

Good, Bad, Righteous and Evil are Human concepts.
God nature and existence is held to be beyond human understanding, and likewise so is "God's" Motives.
The notion of God being Good or Evil all the time is irrelevant, since God is held to be different, and subject to a different code of Morality than we are.

According to the Old Testament, no. Some of the things Yahweh does are down right vile. He even admits that he is a jealous god who creates evil and is a man of war.
