Recently went to Sixth Avenue Bistro on 6th & B, downtown, they have a New Banquet room. Very Intimate, and they have onsite Catering also.
Foods Great! I recently discovered this restaurant, it's definetly a find.

Yes, I've been to a wedding reception at the Sixth Avenue Bistro and it does have a great little banquet room, it's really intimate, but has great Ambiance, and the Food is amazing!
Tom Ham's has a great view but the food leaves something to be desired.

Tom Ham's keeps coming up but keep going a little farther onto Shelter Island to Bali Hai. You will have a memorable bash. The food absolutely sucks but it's a No-Place-Like-It venue that everyone will remember.
Most places in the Gaslamp will accommodate a group of 60 and there is enough variety to suit most tastes.
Try www.Gaslamp.org to narrow down your search relative to your tastes.
I feel some "gems" are Red Pearl, Mister Tiki, someone mentioned Solamar, but it's all a matter of taste(s).
Personally, I'd go for Bali Hai.

Whatever you do, spare your guests from Tom Ham's Lighthouse. Bland! Bland! Bland! The most boring food in San Diego.
Rock Bottom in Gaslamp has a private banquet room for 70.
Try the Hotel Solamar.
Try the Marriott Gaslamp

Tom Ham's Lighthouse has a banquet room. It's not downtown, but it is close. It is in either Harbor Island or Shelter Island.

tom ham's on shelter island is beautiful!!!
my sister had her wedding and reception there. however, if you are going to do it when the weather gets warm... that's a no go. the water is a little more stagnant there (think joe's crab shack stagnant) so when it's warm, it stinks!
the double tree downtown would be a good alternative. i know it's not a resturant, but it's very nice.
